Voice Memos in iCloud and Apple Music

I would like to have my voice memos show up in Apple Music. I have seen advice here that says they should show up in Apple Music if Voice Memos is enabled for iCloud on both my phone and my mac. I have followed the instructions and toggled Voice Memos "on" for both devices under iCloud; however they are not showing up in iCloud or in Apple Music. Any advice?
