The last tab selected keeps opening when I click any other tab

This just started today. I have ten tabs and when I click any of them it opens the last opened one. If I hold my finger on another tab till it is raised and the menu appears I can click on it to open it and then that’s the only tab that will open when I click any other tab.

I’ve tried restarting Safari, hard rebooting my phone and clearing websites data. Nothing works.
