blue frame in browser at icloud photo

Sometimes for example when I download a photo to PC and do any movements on PC with the file and I come back to the browser I get an "blue frame" in icloud.com/photos see attached screenshot.

When this blue frame occurs I cannot do anything on the website anymore - nothing can do inside - no link is working - nothing. The only possible "solution" for me is that I refresh the site in browser.

It doesn't matter which browser I use - chrome, edge, firefox. The OS is windows 11 23h2.

I didn't find anything about this issue with google search.

Do anyone know this strange issue?
