How can I recover lost photos from iCloud+ 2TB on iPhone?

My iphone was full of storage but I have an icloud+ 2tb.I went ahead and paused the cloud and deleted photos from my iphone to create more space however it didn't.so i deleted everything from data recovery also.That worked and free space was creted.

After I turned back on icloud sync everything was fine. At the night i checked some pictures from icloud site all of them was there. Next day everything vanished, all pictures were gone from icloud.I don't understand what happened, how can I recover them?
