I recently got a message telling me that I qualify for AppleTV+ for 3 months because I bought an iPad. I didn't actually buy an iPad, but my daughter did. Is this a scam.

Well she may still be eligible if she has her own Apple ID, however you are not as you already had an Apple TV subscription. Per the Terms if you had Apple TV + at some point you are not eligible for the 3 month promotion. Therefore you should disregard the message and she should try to redeem her offer. Please tell her to closely follow the instructions she received.
Does she share your Apple ID or do you have family sharing turned on?
I did subscribe to AppleTV for a couple of years and she was sharing my id.
