I have become unable to send or receive emails on my Hotmail account on my iPhone. I can send and receive them on my computer. My Outlook and tiscali email addresses work fine on my iPhone. I find Microsoft web sight incomprehensible.

it is been reported by other user to set up the account as exchange. Delete and reinstall, if that doesn't work contact Microsoft support.
