I have two sets of notes in my Notes app and I want to merge them into a single set. One is iCloud, the other is Notes.
Right click on notes created in iCloud section from notes application , select iCloud , slightly move cursor towards right side so that folders will be visible move the notes data to desired folder Share notes and folders in Notes on Mac - Apple Support
