I was never told I had to verify my identity to get my cash back, if after verification I don’t get my cash back it’s nots apples money it’s the government’s they have to give it to the IRS just like an unused gift card!

That's funny. You are not even required to have the Apple Cash Card. If you don't have it, you simply don't get the benefit of the cashback. You can also remove the Apple Cash Card at any time and you will no longer get the cashback. It's is a benefit to those that choose to use the card. It is not related to an unused gift card at all.
If I use my grocery store card, I get a discount on my groceries and if I don't, the money is not going to the IRS.
Unclaimed funds are regulated by state laws. Most (all?) states have an unclaimed funds account and make the funds available, after proof of ownership, to the funds owner or heirs.
