Home Automation location issues

Have an automation when a motion sensor senses movement, while I am home, to turn on a light. It won't work. The sensor detects the motion and doesn't turn light on. When I change the automation to "people-off" it will work. So then I tried to set it when I am not home, and it still didn't work.

I am lost on this one. Phone location services are on and correct. I am in fact in my home, but home app presence feature on automations is not working.

Also every once in while, when I try to create an automation, the when I am home or not home options are not selectable.
