Once I've read a message (gmail) either on my iPhone (SE, iOs 17.6) or on my laptop (MacBook Pro 2019, OS Sonoma 14.6.1), the "read" mail disappears from my phone, even though I've left it "live," often "flagged" for future action. How do I get "read" mails back onto my phone?

It does that because as soon as you read it it registers it on Google Servers so if it will show that on every other device you have.
Create a folder called for "Further Action Required" and drag or have app move it to that folder.
