How can I reset spoken content settings on iOS 17?

I have an iPhone with iOS 17. The spoken content part is broken. It will read part of a page. Then it will stop, go back to the beginning, and repeat the same part of the page in a different voice. It is then stuck in a constant loop that can only be ended by restarting the phone.
