So I've just been dealing with a work around forever and it's getting annoying. My notes sync on my MacBook only if I quit notes and restart it. I would like to not have to constantly do that though. it's super annoying. The other way around seems to work fine.
Create a new admin account Change Users & Groups settings on Mac - Apple Support in users and groups and turn notes box from system preferences Change iCloud settings on Mac - Apple Support , the notes that are saved in iCloud.com will again sync Add or remove accounts in Notes on Mac - Apple Support
