Do you see the files in your Documents folder in Finder?

Do they have a little cloud icon next to them?

Check your iCloud settings to see if you have "Optimize Mac Storage" turned on it settings and (if you have the space) turn it off and the files will download:

Go to System Settings > iCloud > Drive :

in MacOS 15 Sequoia, you can force specific files to download even if you have the Optimize Storage on.

Right click on the file and select "Keep Downloaded"

Sounds like you enabled iCloud Drive and sync'd Desktop & Documents at some point in the past. You would have been prompted about Desktop & Documents folders being sync'd to iCloud.

To disable this feature go to Settings -> <YourName> -> iCloud -> Drive -> Desktop & Documents Folders.

You can disable the Desktop & Documents Folders if it's ON. But if all your data only exists on iCloud, you should first ensure you sync the data before you change anything. Meaning, it sounds like you need to sync the data from the cloud back to the Mac locally. Then you can turn off the iCloud Drive if you do not use it.
