Fix Apple Intelligence Stuck Downloading

I managed to fix the problem on my iPhone 15 pro!

I reset and delete everything on my phone and then restored an old iCloud backup from before I had enabled Apple Intelligence.

When I then went to settings and click download Apple Intelligence it took about four seconds and it worked.

Before you do this, remember to check if you have a iCloud backup and how old it is.

👆 This is what worked for me. I tried all the other options. Changing the region/language, deleting Siri dictation history, resetting carrier settings, and probably one or two more things mentioned in this thread. Finally, when I did the reset bagarwood mentioned above (volume up, volume down, hold the power button until you see the Apple logo) it rebooted and Apple Intelligence was no longer stuck, and I was able to turn it on.

what fixed stuck downloading for me was i changed the voice in the 'apple inteligence and siri' setting and also deleted 'siri and dictation history' dont know witch one fixed the issue but all good now

I was stuck on the downloading screen for days, and nothing seemed to work. I ended up changing the region and doing a settings reset, and that finally got the download to complete. I cycled power to my iPhone 16 Pro, and after rebooting the Apple Intelligence download completed in less than 5 minutes over WiFi.

For me I was. But I turned on airplane mode and turned it off and reconnected and instantly the “downloading” text below the Apple Intelligence button stopped saying it was downloading. Then it worked immediately after

Even on WiFi it would not download. However, while on WiFi I switch to Airplane mode and it downloaded instantaneously.

DO NOT RESET YOUR PHONE TO RESTORE FROM AN OLDER BACKUP!!

Simply go to your settings, turn off Apple Intelligence, Restart your phone, and the downloading part should disappear. Simply turn back on Apple Intelligence and all features are back to normal immediately. Hope this helps everyone!

Mine was stuck on download all night, approx 14 hrs, wasn’t able to disable the download. Restarted the phone just trying to break that cycle and now Apple AI is up & running. Just got the phone itself (16 Pro) on Monday, if that makes any difference.

The posts about switching to UK English worked for me although it took several tries until I got the 100% complete on the download. Left it on the UK too. Changed the voice, deleted the transcript and it worked. Went to Verizon for help -- no help. Came to this support and boom -- the answer appears. Thanks for posting.

I just got 16 pro today. Same problem. I found the fix:

change language to British on phone and Siri. Go back to AI and it should be almost an instant download. Then change back to English (us) or whatever you prefer

All this talk of switching to UK language is nonsense. I have been on US language all the way and fixed the issue by putting on the charger and doing a power cycle. AI came on instantly after that, no language change necessary.

So you have to have WiFi working and VPN off and it will download

I believe that if you download it on WiFi it will work that is what I had to do but then I had to as well cut off the VPN as well to the download the Apple intelligence
