When using speak screen on book, rate can only set to be X1

I was using speak screen to read book for me when I was driving.

this functions have been working well until I updated to iOS 18.1 few days ago. I can only set the speak rate to X1 and no more. Is this a bug? Or why Apple set it to X1 only? It is too slow. Thanks. Anyone facing this problem as well?
