A message in a box on my screen from google saying 'unable to verify account or password' is locked and I cannot move it or delete it. The problem with the Google account has been resolved

Forgive what may be a dumb question on my part, but have you restarted your Mac?
Tried to restart. Tried to shut down.
Message: "System Settings interrupted shut down. To continue shutting down, quit system settings."
System settings will not shut down
Hold down the power button until it shuts off.
