Not good advice to give to a user. The answer is simply no, RAM and storage cannot be upgraded. The user should configure the RAM and storage before purchase. Upgrading is not supported but there are always tinkerers who always manage to modify things. And someone capable of doing this would not have asked the question as they would already know the answer
You cannot upgrade the RAM on a M4 Mac mini.
Although the flash chips are reportedly on a different circuit board than the motherboard, for all practical purposes, you cannot upgrade the internal SSD, either.
You can add external SSD storage. A Mac mini with a plain M4 chip has USB-C (Thunderbolt 4) ports which would allow the connection of anything from low-end USB/SATA SSDs to very fast Thunderbolt 3 or 4 SSDs. A Mac mini with a M4 Pro chip has USB-C (Thunderbolt 5) ports whose high-end speed is even faster.
Most people do not need the blazing speed of Thunderbolt 5 – even someone who works with large high-resolution digital video files all day, as part of a Hollywood movie production, might find Thunderbolt 3 or 4 SSDs fast enough. I would not try to do that. I have torn down many and this is not easy to do.
