I just got myself some bluetooth earbuds and the minimum volume (I got a shortcut to set it to 1%) is so loud it actually hurts. Also I've tried the Reduce Loud Audio option and it actually makes the audio even LOUDER. I'm just flabbergasted at this point. Is there any real fix for this? No, I'm not spending even more money than I already have for airpods. I'm on iPadOS 18.1.1.
I've seen a number of posts here with folks stating the same thing as you with their experience with third-party earbuds being "too loud."
AFAIK, Apple does not prevent folks from using these devices, nor "punish" them for doing so by causing them to play too loudly.
The only thing I can suggest is for you to contact the earbud manufacturer's support to see if they have any solutions to offer you.
