The refund shows up in the transaction history as a refund and PayPal says that the refund was completed , but it is not on my Apple Cash balance

It generally takes 3 to 5 business days for the funds to transfer from merchants (PayPal) bank, through merchants credit card processor and finally to your bank.
Apple is not a bank or credit card processor and does not participate in the refund process. I hope this helps.
