does the 6 digit security number for an iPhone relate to the SIM or the phone itself?

the phone itself
not sure if that is global but my sim card pincode is 4 numbers only believe the same holds true for the puk code should I ever have to use that
Well I marked that as helpful and put in the original 6 digit number for that phone but It didn't work and the phone stayed locked.
The problem is that I had cleared and erased this phone for transfer which the Apple support page says disables th authentication codes. I then gave it to my partner whose phone had been damaged, we inserted her SIM and then I was surprised when, after the usual multi-language Hello message, the phone asked for a 6 digit security number. Presumably therefore it must be the 6 digit number from her old damaged phone?
I now have to wait an hour to try again!!
But any advice in the interim very welcome.
