I made the mistake of setting up my iCloud on a older UK account but I mainly use my German account
is there any way to move the iCloud to the German account without loosing the App‘s I bought with the UK version?
That would be difficult. If you have apps that you can only use in the UK you cannot use those in Germany. it is also not possible to merge Apple ID's, so if you have 2 accounts, one UK and one German you could not merge them and remain having access to the UK apps on your German account
What exactly do you wish to move" iCloud has many parts. Some can be transferred, others not. Apps are something that cannot be transferred, particularly if the accounts are in two different countries.
