Unmanaged Apple ID - device sign-out not recognized

I am in the process of transferring an unmanaged Apple ID to a managed Apple ID through Apple Business Manager's domain capture feature.


I walked the user through some steps, but this next step causes the issues. The final step is to have the user sign out of all his devices (see below).


I walked him through signing out of his Apple ID through the System Preferences. The iPad is not a factor, it is signed out.


However, with the MacBook Pro, although he is signed out on his device...when he gets back to this point in the Apple ID transfer process, it is not recognized that he has signed out of his account and continues to ask for him to sign out of his device.


We've been using appleid.apple.com as the platform for the account transfer.


Any ideas on troubleshooting this is greatly appreciated.
