how do I test message a SMALL image?

I have an image I'd like to include in a text, but it's big - 2x2 inches. I want it to appear a lot smaller in the text as received. How do I do that? When I resize the image in Preview and send it, it always comes out looking the same size. When I resize the image very tiny with Preview, it comes out looking the same size but blurred. I'd like a solution for both iPhone and Mac message apps.
