As far as I can tell there is no support in Apple Music for Windows for printing playlists. If you visit the Apple Music User Guide for Windows - Apple Support and type print in the search box you will get no results.
You don't have to use the Apple Music for Windows app just because you have an Apple Music subscription. iTunes still works perfectly well, as long as you don't install Apple Music, Apple TV, or Apple Devices. Once any of those apps are installed iTunes then only works with audiobooks and podcasts, with various other functions being disabled. If you uninstall all of the new suite of apps iTunes will revert to normal. Obviously if you've been using Apple Music for some time you may have some recent additions to the library to copy into iTunes, but you will be able to print playlists again.
