Are you in the U.S.? If so, sorry, you're out of luck. Had you not deleted it, you would still be able to use it. But, now you'll have to wait until/if it becomes available again.

Doesn't matter if you have an iPhone or Android phone. As of this moment, if is not available in any store to be downloaded. Just like everyone else, you will have to wait and see how it plays out and when it would be available. We cannot speculate on when that would happen.

The actual app is not saved in the iCloud backup, only the data for the app is saved and the actual app is downloaded from the App Store when restored, so that would not work.

You can see this when viewing the iCloud Backup at Settings > [name on top] > iCloud > iCloud Backup > [name of device]. The storage size for the listed apps is only the data used by the app. This significantly reduces the backup size needed and it would require much more storage if the actual app was backed up too.

What is the issue you are having? Apple did not remove the app from your phone, it is just not able to be downloaded if you had deleted the app or never used it in the first place.

If you are having issues with your account, you will have to contact the app developer for assistance, just like you would with any other app.

I want a refresh of how a bill becomes a law. Some may not remember "I'm just a Bill" on Saturday mornings, but it is in a short video format that is receptive to many users today.
