Can I use Outlook without subscribing to Microsoft Exchange?

It looks like I have to use Microsoft Exchange as a mail server if I want to add outlook to my mail program. Does this mean I have to subscribe to Microsoft Exchange?

You add your Exchange account the same way you would add a gmail, aol, or other email server account. Add it to your Mail client using the exchange account credentials and server details. There is no payment required.
