It is 100% illegal for Apple to distribute the App. No one here knows if or when this might change.
In the meantime, feel free to indulge your TikTok addiction by accessing the website using a browser of your choice.

You can’t. TikTok is still currently facing a ban in the US, and we don’t know if or when it will return for download.

If you live in the U.S., you don't get the TikTok app back right now. It is illegal for anyone to distribute the TikTok app – whether for iPhones, Android phones, or any other platform – in the U.S.
Unless TikTok and ByteDance divest TikTok from the Chinese government, or the U.S. Congress changes the law, TikTok will remain banned in the U.S. The law's definition of a "foreign adversary controlled application" is broad enough that it includes mobile apps, desktop applications, and Web sites, and a company who violates this law is subject to enormous fines that have been described as "bankruptcy-level" and "ruinous."
This is why you will no longer find the TikTok app (or various other ByteDance Ltd apps) in Apple's U.S. App Store or Google's U.S. Play Store.
Apple and Google didn't make the decision to ban TikTok. The U.S. Government and ByteDance/TikTok did – the U.S. Government by passing the law, and ByteDance/TikTok by refusing to disentangle themselves from Chinese Government control.
