All custom apps missing from Saved to iCloud list in settings

Hi,

macOS Sequoia 15.2 (24C101) on Macbook Pro M1 16GB, 1.42 of 2TB used.

Almost every day, my apps get missing from iCloud. Only a standard set shows up, see screen shot. There should be Keynote, Number, Pages at the least, a few others as well. When I try to open a file on iCloud Drive from within Numbers using the Side Bar, I get nothing or error The operation couldn’t be completed. (NSFileProviderErrorDomain error -2005.)

This happens a lot when I switch networks. I already quit the University VPN (PaloAlto GlobalProtect, works nicely at home).

I have already turned iCloud on and off. Apart from this taking a lot of time, it does not help permanently.

I have 500 GB of 2 TB free on the SSD and have 173 of 200 GB on iCloud, so there should be plenty of space to keep everything downloaded.

Any hints appreciated.

(the kernel panic on Jan 9 was my fault, copypasting large images in keynote w clipboard history on.)
