Complications - Remove Documents from iCloud drive

I did have Documents and Desktop items backed up into iCloud, butI have downloaded all onto my iMac (Sequoia 15.2) and have backed them up to save them. I had a former user folder on my Mac (changed identity for security), and sent it to Trash, but it will not empty because certain items ("tabs", "bookmarks", etc.) are reported as in use, and it seems I have to delete the folders on iCloud before I can be allowed to empty the trash. When I tried to delete the Docs on iCloud, they instantly reappeared. Is there something special I should do?

The second admin account in users and groups can be deleted Delete a user or group on Mac - Apple Support from system preferences , but it is never to be moved in trash Folders that come with your Mac - Apple Support , also it can never be emptied , you can put back the deleted user Restore a deleted user on Mac - Apple Support

Once done you can delete the desired documents from iCloud Drive in finder or from www.icloud.com

The items that are you were trying to empty from trash were not deleted because those documents are initially saved with home folder .

I returned the user folder to its proper place from the Trash, and, in the hopes it would be recognized by the system, restarted the iMac and looked at the users & groups again. Alas, no luck, so, since it is a small selection of files and does no harm, I'll keep it on board. Thanks for the help and guidance.
