HEIC photos don't have option to adjust Portrait details in edit on MacOS Photo App

I took some photos on my iPhone 16 Pro Max in portrait mode, these are in HEIC format. When I Airdrop them to my Macbook Pro M4 Macbook and bring them into the Photos app on the Mac the option in edit under adjust for Portrait does not show up, even though the app itself is showing the photo is Portrait in the library section. Weird thing is, if I use the photo app and convert the HEIC to a JPG then edit that duplicate the Portrait option in adjust does show up. I did some googling and saw other posts about this from the past couple years. How has this not been fixed yet?
