iCloud contacts reappearing after deletion on iPhone

I am trying to delete all my contacts on my icloud account due to some major duplication following the removal of my work outlook account. I have about ten entries for every contact i have.

I am using the delete all contacts option on icloud but five minutes later they all reappear. I have tried deleting in batches of 50 but five mins later i get a server error message and they reappear.

i have 3,225 contacts i need to delete.
