Unable to verify payment information on Apple Account

I have been trying to verify my payment information on my apple account for the past few hours but it’s just not working. I have looked at every support page there is on apple to get help with this and I have tried to input my card information many times but each time it says “your payment method was declined”. I really don’t know what to do at this point since it’s not letting me download any apps at all even though my cards are working for other payments but just not apple for some reason.
