Shortcuts Automation Custom Date Formatting is different on 16 Pro -vs- 16 Pro Max

Shortcuts Automation Custom Date formatting on 16 Pro Max at 18.2.1 (and before) treats ascii character in single quotes correctly, but identical custom formatting on 16 Pro at same iOS version refuses to treat single quote ascii characters correctly. I'm replicating an automation on my wife's 16 Pro, but the use of 'at' between date and time components correctly displays at on the 16 Pro Max, but the 16 Pro instead just ignores the 'at' and instead displays the resulting formatted date by putting single quotes around the AM/PM suffix. I've verified that single quotes is the correct method by referring to the Unicode Technical Standard #35. Had the same issue at 18.2, so updated to 18.2.1, but it does the same.
