After having switched from an iPhone SE to a an iPhone 13 mini, I can no longer add debit cards to the new iPhone's Wallet.
The error message is:
Could Not Add Card
Try again later or contact card issuer
I have log out from iCloud on the old iPhone and turned it off.
The new iPhone iOS is up to date, I have logged in with my usual Apple-id account and the iPhone has been restarted.
In vain.

Make sure you’re logged into iTunes and Apple Store on iPhone.
Please reset your network settings.

If you're using iOS or iPadOS 15 or later, tap Settings > General > Transfer or Reset [Device] > Reset > Reset Network Settings.
If you're using iOS or iPadOS 14 or earlier, tap Settings > General > Reset > Reset Network Settings.
This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.
