Not getting screen time or app download requests and more

So when I ask my guardian for more screen time it doesn’t notify them. Instead it messages the iCloud email. My guardian can’t be reached by their email so it doesn’t send at all. Screen time requests show up in screen time and then my name. But sometimes when I don’t use the time right away it doesn’t work anymore. Like it’s not like it’s time for every app to turn off at night. It’s like 2 pm and I request for more time for a game. When I don’t use it until after 4. It doesn’t work. I wasn’t on it at all but the game acts as if I didn’t request for more time at all. Another problem is that when I request to download an app it messages them which they still don’t receive. When my guardian looks to see if it’s where the screen time requests are it’s not there. It’s no where on screen time or family (in settings). So I can’t download stuff anymore. It used to be where settings (specifically Screen Time) notified my guardian and he can approve it there. But now it’s messages and they don’t ever receive it. Pls help me here! It’s been like this for too long.
