Logout and log back in to Windows iCloud Drive without losing files?

One of the recommended solutions to problems with iCloud Drive is to logout and log back in. Whenever I try to do this I see the following warning:

There never seems to be a time when it is safe to logout, and I believe this is actually a symptom of the ongoing iCloud Drive problems (it's ALWAYS doing background work, consuming 2-3Mbps network usage) and always shows the "sync in progress" badge on folders and files, even after many hours of inactivity, and on files/folders that haven't been touched (neither locally nor on any other iCloud-connected device) in a long time.

It doesn't say which files "have not been uploaded" so I can't backup those files before logging out.

What is the correct course of action?

Windows, Windows 10

Here's some additional information.

  • Process Explorer shows iCloudDrive.exe consistently doing 500mb to 1gb of read I/O per second, but no network activity (what could it be doing?)
  • The iCloud Drive directory in file explorer always shows the "resyncing" icon for most folders. The "resync" badge/status icon comes and goes on each item, repeatedly. This activity never seems to stop and settle into an idle state.
  • Files that haven't been downloaded (i.e. exist only on iCloud, not locally) sometimes disappear from File Explorer, only to reappear 5, 10, 15 minutes later.

I found this StackExchange post and located my iCloudDrive log file. It contains tens of thousands of errors of the form:

[17716 @ Mon Feb 10 2025 17:05:08.974]  19424   WARN    BRC::ContainerScheduler::FSEventAtPath  Path doesn't exist: X:\Cloud\iCloudDrive\Shared\Recipes\Sides\Roasted Winter Squash and Parsnips with Maple Syrup and Marcona Almonds.pdf

... which explains the I/O and CPU usage. Something is badly broken here

Again: How can I reset things and start over without losing files?
