How can I permanently delete corrupted files in iCloud causing login issues?

All my iOS devices depict and empty icloud. However, when I login in using a web brower on my W11 desktop, I can credential in, but get bounced out in about 10 seconds. I know that there were some corrupted files in icloud in "recently deleted". I had been able to get in previously, but could not permanently delete them. I tried moving them back into the Browse section and that's when I got bounced out and now cannot stay in. My credentials work, but after 10 seconds, I get bounced out.
