It’s one of those cash games that you win it goes to your PayPal or Cash app or etc. etc. I won a substantial amount they claim. I’ve waited well over the time there’s no way of contacting them. It does not work. I’ve never seen a penny. it’s fraud. It’s a scam. Somebody owes me something

Approved and accepted for what? Apple is not law enforcement. Fraud, if it exists, is the purview of the authorities. Apple has no jurisdiction. Contact your local law enforcement.
Apple examines apps for malware, and conforming to Apple’s guidelines etc. They have no way of evaluating the business practices of a company until users report the activities and confirm with law enforcement.

As for getting your money, it is not going to happen if you cannot contact the developer. You can also write a review for the app in the App Store to alert other potential users.
"Somebody owes me something"
Well it certainly isnt Apple, Apple is not responsible for third party apps payout. Contact the app developer and ask them.
I’m not saying Apple owes anything. It’s just the idea that I can’t seem to get a hold of anybody. They can tell me what’s going on so this is my last option. I did try getting a hold of the developer. There is absolutely no way to and the only contact button on the game itself does nothing Just give me if I don’t understand fully how some things do work but there’s a lot of crap going around that doesn’t make sense.
How does this involve Apple?
You say it’s a fraud scheme, but you also claim that you’re owed a payout from the scheme.
That might make you an accomplice.
Isn’t the apps that are on an Apple in their store approved and accepted or is just anybody allowed to throw whatever they want for in it
