Problem uploading .Mov and MP4 video files to iCloud

Hi, All my iphone video from 2018 onwards as loaded to iCloud but any previous iphone and other format video wont upload from my PC backup files. It says Jpeg files only supported but your support forum says MP4 and .Mov are supported. How do i get round this issue?
