I cannot rotate my home screen. Rotation lock is off and other apps rotate. I have tried restarting and locking/unlocking rotation.

The Home Screen has never supported rotation, at least that I'm aware of.

That's a completely different thing. It's not your Home Screen at that point, it's night mode display.
Check: Settings -> Standby -> Night Mode

I have never been able to get standby to work. I plug the phone in, lock it, but it on its side, and nothing happens. What am I doing wrong?
