There is no Windows 12.

See Empty/corrupt iTunes library after upgrade/crash - Apple Community. You may need to hold down shift when starting iTunes and use the Choose Library... option to select your library file, typically at C:\Users\<User>\Music\iTunes\iTunes Library.itl.
