Why does iPad prompt for Apple Account when deploying an app?

We recently started using Microsoft Intune to manage our supervised iPad tablets. Everything seems to work, except one thing: deployment of apps. Once the iPad gets the policy telling it to install the app, it prompts the user to login to their Apple Account to have to app installed.


Is this expected behavior? I thought it would deploy apps without the user needing to login.


For what's it's worth, we have several other settings configured, such as hiding the App Store app and prohibiting login to an iCloud account. And if it matters, the app in question that we are attempting to deploy is Firefox Focus.

We are not out of licenses.


Here is the solution: don't use Intune configuration policies to install apps on iPads. Instead, attach/sync your Intune tenant to the VPP app repository in Apple Business Manager. Then, add the app in Apple Business Manager. Third, wait about 2 hours for Intune and Apple Business Manager to synchronize VPP apps. Finally, in Intune, go to the Apps area to deploy the App to iPads as a "Required" app.


iPad apps added through the Apps area = VPP apps (device level apps)


iPad apps added through an Intune config policy = App Store app (user level apps)

So the method you were using wasn't applying the licenses. This is expected behavior, though I'm not sure why Intune has 2 different ways of doing it. Jamf, Kandji, and Mosyle all have a checkbox in the only app deployment method to apply the license. If the box isn't checked, it relies on the user getting a license through the popup.
