Why is iPhone determining walking steadiness instead of Apple Watch?

I wear my watch all the time and I hardly ever carry my phone yet my phone is determining the steadiness of my walk. It seems very off point as the watch has Advanced so far but it can’t be used to monitor walking steadiness? if the walking steadiness is to be determined by the phone, then there’s no reason for me to even have it on my heart app.

At this time, only the iPhone can measure the Walking Steadiness and sync the data to the Health App.

The Apple Watch will contribute other data, like flight of stairs, speed up/down the stairs, Walking/Running speed, step count, etc.
