How can I fix Safari and Mail icons in Dock opening with two clicks on Sequoia OS?

At first the issue started when I updated to Sequoia OS. With Safari, trying to open in full screen mode the window would go to the top of the screen (see pic), and could be accessed if swiping right. Safari does indicate it is selected on my dock (by the black dot), and then if I clicked on the icon (a second time), it would then open in full screen mode. If I open either app with a small window, they both open with a single click. After trying a lot of "fixes" from suggestions, nothing has corrected the issue. After playing around with settings, now my Mail is doing the same thing. Feeling a little foolish and ignorant. I've tried restarting a few times already and I have the most recent OS updates. Anyone with some patience and insight willing to assist, please?

MacOS might be keeping Safari and Mail in a "hidden" full-screen space.

Go to System Settings then to Desktop & Dock, scroll down to Windows & Apps andToggle "Close windows when quitting an application" to ON

There does seems to be some glitch have to click the icon in the Dock more than once...so be it.
