Please I am having serious issues I can’t use my iCloud to purchase

pls sir/ma I wanted to purchase with my iCloud but it’s keep telling me to to contact the Apple support before I can purchase pls and I have money on my iCloud I don’t want to loose this money pls I will really appreciate if you can rectify this issue sir/ma
