How do I fix 'NSFileProviderDomain error-2005' when viewing iCloud files on iPhone 14 Pro with cellular?

So I receive this message on my iPhone 14 pro (iOS 18.3.2) when I try to view files on my Files folder when on cellular:

"The operation couldn't be completed. (NSFileProviderDomain error -2005.)"

When I'm on wifi i can view the files, i didn't have this happpen until the iOS 18.3.2 update, I was always able to view my files in the icloud folder.

Is there a setting that was changed with this update?
