Error "Complete your Apple Account" when trying to log in to App Store

I cannot login to apple playstore. When I enter my email and password, it asking me to review my account, then I click review it takes me to "Complete your apple account" screen. When I check the T&C section and click continue, nothing happening. Another thing I notice, in settings -> Apple Account, media & purchases grayed out. I have already entered my payment and billing details.
