Error "Complete your Apple Account" when trying to log in to App Store

I cannot login to apple playstore. When I enter my email and password, it asking me to review my account, then I click review it takes me to "Complete your apple account" screen. When I check the T&C section and click continue, nothing happening. Another thing I notice, in settings -> Apple Account, media & purchases grayed out. I have already entered my payment and billing details.

Maybe relevant information; I can login with this account on icloud.com and my macbook is also registered with this account. No problems there.

my apple id will not save in my app store and i can't download any apps I keep getting an error with "This apple ID has not been used in the iTunes store..." infinite loop of entering is and password then error, repeat. I have, added an address, payment info, shipping info, can't update the app because I can't get into it to do anything. please help.
