Why am I not eligible for the Apple Music free trial when I've never used it before?

I had the Apple music app deleted off my device until today when I redownloaded it for the sole purpose of purchasing a plan for the road trip I am currently on since my Spotify suddenly stopped working. I have NEVER once used the Apple Music app on any of my devices at any point in time because I didn’t have an account or even the app on my phone. So I opened the Music app and it gave a a free one month trial, so I signed up for it. Suddenly, it tried to charge me the full amount saying “I’m not eligible for this offer”. I read the terms and conditions, and I am eligible, so what’s going on?
