I put a new password on a file in Open Office (MacOS Sequia 15.3.2) and wrote it down but that password is being rejected. Any thoughts how I can open the file?

Retrieve a copy of the file from your backup which was made before you password protected it (or before the password protected version failed).

did you check for updates to your third party app...?
if in doubt search the developers website or contact their: Support/Help/FAQ/Known issues/compatibility/updates…
