Restricted access to one of my apps

every time I go on instagram I have restricted access and all I can do is press the “okay” button. This began after I deleted a screen time limiting app

I’ve tried deleting the app 2x and I’ve tried restarting my phone 4x already but after a few minutes it returns to the restricted access page.

i have also turned off screen time in settings but nothing worked
